The Administrative Monetary Penalty System (AMPS) has dramatically changed the landscape for importers. Effective October 2002, the Canada
Border Services Agency (CBSA) implemented a fine and penalty structure to ensure importers maintain a high degree of accuracy.
In addition, the CBSA intends to audit importer’s compliance systems. Unknown to many importers, the compliance program is not limited to the accuracy of your customs declarations. The verification actually measures an importer’s entire import process, including product procurement, inventory control, end-use provisions, accounts payable, IT report generation capabilities, receiving systems, tariff classification, valuation, trade agreement usage and customs broker compliance.
